IMPROVEMENT PROPOSALS

GOV-F7.3 and GOV-C5.9: improvements are PROPOSALS for Zaid's approval. None has been self-applied. Each would be classified and impact-assessed under Part D before implementation, and independently verified after.

IMP-001 — Add a 'source blocked' flag to the source register schema

Why. Four figures in this project rest on secondary corroboration because the primary site blocks automated reading. That is recorded in prose in the 'why below High' column, which is not machine-checkable.

Proposal. Add a boolean column. A checker could then report the count directly and refuse a delivery where it exceeds a threshold.

IMP-002 — Make the administration-ratio driver a required input rather than an assumption

Why. ASM-008 is the single most consequential number in the model and it is a Low-confidence guess. The model presents it as one driver among ten.

Proposal. Promote it to a mandatory input the user must set before the model returns a result, with the three outcomes (0.10 / 0.25 / 0.40) shown side by side on the face of the workbook.

Classification if approved. Class 1 — changes the acceptance criterion of REQ-SYS-05 (GOV-D2 Q3)

IMP-003 — Add a golden set for figure extraction

Why. GOV-E7.2 requires a golden set of at least ten known-correct examples for any recurring class of AI output, re-run every cycle to detect silent degradation. This cycle has no golden set, because it is the first cycle and there is no prior pass rate to compare against.

Proposal. Build ten known-correct price-limit and wage-rate extractions with their expected values, and re-run them at every source re-verification. A fall in the pass rate is a defect against the process, not the artefact.

IMP-004 — Re-classify the project MAJOR if it proceeds to an actual registration submission

Why. DEC-001 records STANDARD as correct for a study. A real submission to the NDIS Commission carries regulatory exposure, an external audience and a third party who depends on it.

Proposal. Re-classify at that point, which switches on the full nine-agent staffing and removes role merging.
