PURPOSE
----------------------------------------
Zaid can decide, on evidence rather than impression, whether to commit personal capital to starting an NDIS provider business in Victoria — because the decision is largely irreversible once capital and twelve months of his time are spent.
PROBLEM
----------------------------------------
Current state: Zaid holds four prior working files on starting an NDIS business. Every cost, timeframe and rate in them is unsourced, and the material ones are now wrong: they predate the mandatory registration regime that commenced 1 July 2026, the NDIS Amendment (Securing the NDIS for Future Generations) Bill 2026 passed on 19 August 2026, the 2026-27 NDIS price limits, and the 1 July 2026 SCHADS wage increase. He therefore cannot tell a plausible answer from a checked one, and cannot make a capital decision from what he has.
Desired state: A single decision pack in which every cost, price, wage, timeframe and legal position carries a resolvable source or is explicitly labelled as an assumption with a confidence level, and in which the go/no-go recommendation states what Zaid would need to check in order to disagree with it.
Gap: No sourced cost stack, no verified rate inputs, no break-even model, no downside case, no read on the July 2027 mandatory-registration expansion, and no trade study between the three candidate service models.
OBJECTIVES
----------------------------------------
OBJ-1 Zaid can state the total capital at risk before first revenue, for each candidate service model, to within a stated confidence band.
OBJ-2 Zaid can state the break-even volume and the month at which each candidate model turns cash-positive under a stated set of drivers he can change.
OBJ-3 Zaid can state which service model the evidence favours, and on which specific criterion weight that answer would flip.
OBJ-4 Zaid can state what the July 2027 mandatory-registration expansion does to each candidate model, and what it costs to be ready for it.
OBJ-5 A second operator, given only the project folder, can reproduce every number in the study from its cited source within 15 minutes.
MEASURES OF EFFECTIVENESS AND PERFORMANCE
----------------------------------------
OBJ-1 MOE-1 Capital figure is decision-grade
MOP-1.1 Percentage of cost lines carrying a resolvable source URL or an ASM-### ID = 100%
MOP-1.2 Count of cost lines stated without a confidence level = 0
OBJ-2 MOE-2 Break-even is reproducible
MOP-2.1 Every financial-model input traces to a row in the Source Register = 100%
MOP-2.2 Count of hard-coded numbers in the model with no input cell = 0
OBJ-3 MOE-3 The recommendation survives challenge
MOP-3.1 Trade study has >= 3 credible alternatives and weights timestamped before scoring: pass/fail
MOP-3.2 A sensitivity statement naming the weight that flips the result is present: pass/fail
OBJ-4 MOE-4 The 2027 exposure is quantified
MOP-4.1 Each candidate model carries a stated July-2027 consequence and a cost to be ready: pass/fail
MOP-4.2 The legal basis for the July 2027 date is verified against a government source: pass/fail
OBJ-5 MOE-5 Cold-start reproducibility
MOP-5.1 Automated checker suite pass rate = 100%
MOP-5.2 Transfer-pack re-derivation check: zero MISSING / EXTRA / ALTERED files
STAKEHOLDERS
----------------------------------------
Zaid Al Dabbag
stake: Project owner and sole approval authority; the capital is his
authority: Sole decision authority (Change Control Board for Class 1)
accepts: Sourced figures, stated confidence, an explicit downside case, and what to check to disagree
Prospective NDIS participants
stake: Would receive the supports the business delivers
authority: None
accepts: Not consulted in this cycle — recorded as a stakeholder whose needs are deliberately not being met at study stage (GOV-B2.5)
NDIS Quality and Safeguards Commission
stake: Regulator; grants and can revoke registration
authority: Approves or refuses registration
accepts: Conformance with the NDIS Practice Standards, evidenced by an Approved Quality Auditor
Support coordinators and plan managers (Victoria)
stake: Referral gatekeepers; hold the client rosters that a new provider needs
authority: Control first-client access
accepts: Provider reliability, responsiveness and a credible service offer
Future operator of this project (human or AI)
stake: Must be able to resume the project cold
authority: None
accepts: A transfer pack that re-derives from its sources under an automated check
INTENDED USE (OPERATIONAL CONCEPT)
----------------------------------------
OPERATIONAL CONCEPT. Operated by Zaid on a Windows desktop and on a phone. Environment: the project folder itself, opened from local disk or a cloud-synced copy — every path inside this project is relative, so it works from wherever the folder is placed. Inputs: the registers in 03_Registers and the sourced fact base in 02_Work. Frequency: read once to make the go/no-go decision; re-read at each subsequent decision point; re-verify every source before relying on it after 2027-08-20 (GOV-F1.16 twelve-month currency rule). On failure — a stale price limit, a superseded legal position, a dead link — the Help Hub troubleshooting entry names the symptom, the check and the fix, and the study must not be relied on until the affected figure is re-sourced.
