Agent: V3, independent verifier. Built nothing, corrected nothing, edited nothing. Date: 2026-08-20 · Baseline: v1.0.0 as rebuilt under the closing pass. Earlier reports, all retained: V3_deliverable_verification.md (pass 1), V3_reverification.md (pass 2), V3_final_verification.md (pass 3). This file carries only the verdict and anything newly broken. I did not run the checker suite; I read the source of every check relied on and the log as delivered.

This is the first time I have recorded a full pass, and it is recorded because the last failing criterion was met, not because the criterion moved. REQ-CON-01's acceptance criterion is unchanged from the first build.

On transcription of this verdict it will render PASS — the first time legitimately.

Table A.1's caption states the ordering, that the appendix counts come from the preceding run, that the log always holds the current result, and that if the two disagree the log wins and the document is stale. The study now quotes "31 passed, 0 failed on the run preceding this build" and the delivered log reads "ALL CHECKS PASSED — 31 of 31" — consistent. 3RD-01 resolved as far as it can be: the residual staleness is structural, and it is now disclosed rather than hidden. Correct design detail: the pre-build run is marked non-fatal, so a failing check on the previous build cannot block the rebuild that would fix it.
5REQ-SYS-10 redraftCONFIRMED"The financial model shall compute break-even billable hours per month for every candidate service model that is not excluded from financial modelling by a recorded decision naming the reason." Exactly one "shall", no banned qualifier, obligation now visible in the statement rather than only in the criterion, and the AC gained "or on any silently omitted model". This is the redraft I recommended, and it closes the only reservation I held in pass 3.

WHAT THIS ROUND BROKE

Nothing. I looked specifically at the reordered build and swept the delivered set for collateral damage:

Carried, unchanged, and not blocking: 3RD-04 (the SIL/SDA range $8,600–$16,900 is hand-written in build_study.py rather than computed, and its low excludes the $429.20 per-person line its high includes); 3RD-05 (C31 governs the REQ status column, but nothing cross-checks the EVD register's "REQ ID proven" column against IV_VERDICT — now harmless, since every requirement passes); RES-01 (BKL-002 and BKL-003 are counted in the 27 but rendered nowhere on the dashboard); RES-02 (OBJ-1 to OBJ-5 remain hand-declared "Met", with no equivalent of C31 behind them). All four are worth registering; none warrants holding delivery.


DELIVERY VERDICT

Ship it: on independent verification all 26 requirements now pass against their recorded acceptance criteria, every headline figure has been recomputed from source across four passes, and the pack's remaining limitations — two inputs still owed by Zaid, eleven Low-confidence assumptions, and a supported-accommodation option costed only for its registration pathway — are stated plainly in the artefacts themselves rather than discovered later.
