GOV-F9.15: an operator who cannot reconstruct the toolchain cannot resume the project, however good its
documents are — and the operator who knows the toolchain by heart is precisely the one who will not be
there.

Node.js and pptxgenjs      Builds the decision pack                 The .pptx cannot be rebuilt. FALLBACK: the delivered deck stands alone; the same content is in the study.
LibreOffice (optional)     Recalculates the workbook and renders documents for visual checking Formula results are not cached. FALLBACK: opening the workbook in Excel recalculates it.
A web browser              Opens the dashboard and the Help Hub     Nothing. Both are self-contained HTML with no CDN, no server and no internet requirement.
An internet connection     ONLY to re-verify sources at the next currency review Nothing today. Every fact is already captured with its URL and accessed date.
