Baseline retired: v1.0.0 → v2.0.0

These are the complete v1.0.0 deliverables, baselined 20 August 2026 under AI Project
Governance Standard v3.7. They covered ONE business — a Victorian NDIS provider — and they
were correct for what they covered.

They are superseded, not corrected. CR-007 is a Class 1 change on two counts at once: it adds
a second business (aged care) which alters the scope boundary, and it changes the governing
standard from v3.7 to v3.9 plus the v4.0 Business Layer, which changes the rules the work is
judged against. Either alone makes a new baseline under GOV-D2 Q1; together the v1.0.0 set
cannot be amended into the v2.0.0 set and is retired whole.
