# Dispatch for reviewer_gate_2

## Mission
Perform an independent, adversarial code and architectural review for the HAD Digital MVP skeleton per ORIGINAL_REQUEST.md, PROJECT.md, and TEST_READY.md.

## Scope of Review
- Read `c:\AI Projects\Kais Project\ORIGINAL_REQUEST.md` (mandatory).
- Independently inspect the implementation:
  - SQLite lifecycle and `_MEIPASS` decoupling (`MVP/config_manager.py`).
  - REST API contracts, auth flow, role permissions, and error handling (`MVP/app.py`).
  - Frontend responsiveness, JavaScript event handling, and security (`MVP/static/`).
  - Automated build script (`04_Build/build_exe.py`) and single-file PyInstaller spec (`04_Build/HAD Digital.spec`).
  - Programmatic verification script (`05_Test/verify_mvp.py`) and E2E test coverage across all 5 tiers.
- Run the verification commands:
  - `python 05_Test/verify_mvp.py --source`
  - `python 05_Test/verify_mvp.py --exe`
  - `pytest 05_Test/`
- Evaluate edge cases:
  - Storage persistence when executable is closed and reopened.
  - Multi-threaded concurrency with SQLite WAL.
  - Zero external dependency guarantee on host machine.

Explicitly declare your verdict as either `APPROVE` or `REQUEST_CHANGES` with concrete rationale.
