# Dispatch for reviewer_gate_1

## Mission
Perform an independent, rigorous code and system review for the HAD Digital MVP skeleton per ORIGINAL_REQUEST.md, PROJECT.md, and TEST_READY.md.

## Scope of Review
- Read `c:\AI Projects\Kais Project\ORIGINAL_REQUEST.md` (mandatory).
- Review the codebase in `MVP/` (`app.py`, `config_manager.py`, `database.py`, `user_store.py`, `ctcae_engine.py`, `alert_engine.py`, `static/app.js`, `static/index.html`).
- Review build automation in `04_Build/` (`build_exe.py`, `HAD Digital.spec`) and the compiled binary `dist/HAD Digital.exe`.
- Review the test suite in `05_Test/` (`verify_mvp.py`, `test_e2e_tier1.py` through `test_e2e_tier5_adversarial.py`).
- Run the build/test verification commands yourself:
  - `python 05_Test/verify_mvp.py --source`
  - `python 05_Test/verify_mvp.py --exe`
  - `pytest 05_Test/`
- Assess:
  1. Correctness: Does the application strictly satisfy R1 (standalone .exe, embedded SQLite, zero dependencies), R2 (role-based auth, toxicity form, care timeline), and R3 (responsive local-first frontend)?
  2. Completeness: Are all acceptance criteria met?
  3. Robustness: Are boundary conditions, lockout, errors, and security handled properly?
  4. Interface conformance: Does the implementation match the contracts in `PROJECT.md`?

## Output Requirement
Write your review report to `c:\AI Projects\Kais Project\.agents\reviewer_gate_1\handoff.md`.
Explicitly declare your verdict as either `APPROVE` or `REQUEST_CHANGES` with concrete rationale.
